“To improve mobility and intermodality of inland waterways”

An interview with Mr Serban Cucu, Romanian Ministry of Transports and Infrastructure, and Mr Reinhard Vorderwinkler, Austrian Federal Ministry for Transport, Priority Area Coordinators.

How has the coordination of PA 1a been a challenge and how has it been an opportunity?

First of all we see the coordination role as an opportunity to bring together all the relevant stakeholders
(international bodies, public authorities, industry, NGOs) of the Danube Region in the field of inland navigation. The Strategy is an instrument which enables us to tackle thematic priorities in an integrated way, while also considering other topics of the Strategy, such as environmental protection, tourism and competitiveness.A specific challenge of the first year of implementation of the Strategy was to find a common approach for identifying the main problems in our Priority Area and for elaborating respective thematic roadmaps to solve them step by step. For us, a general challenge is to bring the relevant stakeholders together and to keep their interest (including the political level) in the implementation of the different actions. In the end our coordination efforts shall result in an added value for the Danube Region.

What have been the main steps taken in your PA so far?

The first year was focused on the set-up of the organisational framework of our Priority Area, to identify relevant projects (including proposals) and to elaborate specific roadmaps in order to implement the respective targets and actions in the the field of inland navigation. Within the first year we had three Steering Group meetings and two Working Group meetings dealing with the improvement of waterway infrastructure, the modernisation of ports and inland vessels, the implementation of “River Information Services” and the topic “Jobs & Skills”. The Steering Group meetings showed a high number of participants of the Danube Region countries (8 to 11 countries per SG meeting); the Working Group meetings were attended by 80 to 100 stakeholders of the Danube Region. Furthermore, over 90 relevant projects and project proposals have been identified in the first year (see www.danube-navigation.eu for details) and the Steering Group has issued nine letters of recommendation for projects.

In July 2012 we submitted the first progress report of PA1a to the EC. Additionally, the Danube Region Ministers of Transport signed a declaration on “Effective waterway infrastructure maintenance on the Danube and its navigable tributaries” (Luxemburg Declaration).Another notable success of the first year was the set-up of a bilateral Memorandum of Understanding between the Governments of Romania and the Republic of Bulgaria on setting up an Interministerial Committee for sustainable development of inland waterways transport on the common Romanian – Bulgarian sector of the Danube.

What is the most promising project/action(s) identified to date?
As previously stated, we identified more than 90 relevant ongoing projects and project proposals in the first
year, therefore it is difficult to highlight a single one. In general we see good progress in the implementation of the waterway infrastructure projects, especially with regards to an integrated approach including the environmental needs. Furthermore, the Declaration on effective waterway infrastructure maintenance was quite an important milestone for the Danube Region countries. The full implementation of harmonised “River
Information Services” was brought one step further with the start of the project IRIS Europe 3. In the field of fleet modernisation we commissioned a study called “Innovative Danube Vessel”. This study shall bring concrete results and proposals how to modernise the Danube fleet.

What do the next months look like for PA 1a?

The next months will focus on the continuation of ongoing works and the further strengthening of the network of stakeholders. We are already planning the next Working Group and Steering Group meetings for spring 2013 and will continue cooperation with all the relevant Danube Region country authorities and the navigation sector in order to monitor the implementation of the Declaration on effective waterway infrastructure maintenance.

Furthermore, we will continue to collect information on relevant projects, including the issuing of letters of recommendation for new project ideas in the field of inland waterway transport. In addition, the implementation of the agreed thematic roadmaps will be one important activity in 2013 – this implementation needs the continued involvement and commitment of all the relevant stakeholders.

Last but not least we aim to further deepen the cooperation with other relevant Priority Areas, such as environment (water quality and biodiversity), tourism and competitiveness.

The first Advisory Groups meeting for RFC6 in Budapest

The first Advisory Groups meeting for Rail Freight Corridor n°6 (RFC 6) was held in Budapest, Hungary on November 30th, 2012.

RFC6 timeframe
The RFC 6 Management Board organized the first meeting with Railway undertakings, Ports and Terminals willing to use Rail Freight Corridor n°6. The project, also called «Mediterranean Corridor», will link Spain to Hungary via France, Italy and Slovenia, on more than 3000 km of efficient and interoperable rail network.
That meeting brought together around 15 companies coming from the various countries related to RFC 6 , among which, Fret SNCF, Trenitalia, Railcargo, Hungarail, Bilk Kombiterminal, the ports of Marseille, Barcelona, Valencia, Venice. 

The future users were presented up-to-date information on the governance, the route, the One-Stop-Shop, the ERTMS deployment and the publication of the Corridor statement structure.
The next consultation will deal with the Transport market study and the implementation plan.

First stakeholder conference for Danube strategy multimodality

Ministry of infrastructure and spatial planning of Republic of Slovenia  in co-operation with Ministry of transport of Republic of Serbia organized The first stakeholder conference of the Danube strategy (EUSDR) named The Danube Region Transport Days 2012 - Towards coordinated efforts for efficient transport in the Danube Region. Conference on "Priority Area 1b: To improve mobility and multimodality – rail, road and air links" took place on 18th and 19th November 2012 in Ljubljana, Slovenia.

Event brought together around one hundred representatives of research community as well as representatives of business and politics from Danube Region and surrounding countries (including Slovenia, Serbia, Croatia, Hungary, Slovakia, Austria, Italy, Romania, BIH ...).

The aim of "The Danube region transport days 2012" was to stimulate process of awareness, reflection, research, networking, planning and developing the transport system of the Danube region. The event focused on search for opportunities offered by the Danube Strategy and communicating current and planned incentives needed to conduct projects relevant for the Danube region.

Sustainable development of inland waterway transport on the Romanian-Bulgarian Danube sector

On the 11th of October 2012, the Government of Romania and the Government of the Republic of Bulgaria signed aMemorandum of Understanding on setting up an Interministerial Committee for sustainable development of inland waterway transport on the Romanian-Bulgarian common sector of the Danube.

Among the tasks of the Interministerial Committee are:
  • to adopt an Action Plan for common projects for improving the navigation conditions on the Romanian-Bulgarian common sector of the Danube and the connectivity between both states
  • to analyze the bilateral legal framework regarding the maintenance and improvement of the fairway on the Romanian-Bulgarian common sector and proposing amendments or concluding of agreements, as appropriate

Luxembourg Declaration: Transport ministers to cooperate on navigability

On the initiative of the Commission, the transport ministers of the riparian states of the Danube met for the first time today in Luxembourg and agreed on a declaration setting out a number of commitments to avoid a repeat of last autumn's navigation standstills on the river. The declaration reasserts existing obligations to maintain the fairway to a good standard and undertakes measures to tackle problems like low water or ice. The ministers of Austria, Bulgaria, Croatia, Germany, Moldova, Romania and Slovakia signed the declaration, while Serbia and BiH have sent letters of support for the declaration. Hungary has not yet signed the declaration. The ministers agreed to meet again, and to co-ordinate actions through the structures of the Danube Strategy and the Trans-European Transport Network Coordinator for Inland Waterways.

Vice-President and Commissioner for Transport Siim Kallas said: "Last year's navigation blockages caused more than €6 million worth of losses. Interruptions to shipping on the Danube can be avoided by better maintenance, better communication and better monitoring. Today's declaration is an excellent step forward. We look forward to Hungary adding its signature in due course."

Commissioner for Regional Policy Johannes Hahn added: "The Danube is a vital artery through the region, with the potential to help boost jobs and growth. Predictable conditions for shipping are essential to build confidence in this competitive and environmentally friendly form of transport. The agreement reached so far shows the added value of the Danube Strategy. I hope to meet the Hungarian infrastructure minister later this month to discuss Hungary's outstanding concerns."

In September and October 2011, navigation on the Danube came to a complete standstill due to low water levels on the lower Danube for the more than 38 days. Similar problems occurred in November 2011 on the Hungarian, Serbian and Bulgarian section of the Danube. Apart from the losses incurred by the navigation companies, these standstills undermined trust in Danube navigation as a reliable and cost-effective mode of transport, risking a shift of freight to less environmentally friendly modes of transport.

The signatories to the Belgrade Convention and those who have ratified the European Agreement on Main Inland Waterways of International Importance (AGN) commit to maintaining good navigation status through the joint declaration. They will put in place by next year national and cross border co-ordination procedures to respond to extraordinary conditions and re-establish optimum and safe navigation conditions. They will also ensure continuous communication on the fairway situation; monitor implementation and report regularly, meeting once a year or as necessary to follow up. EU Commission press release

Background

Inland navigation is the most energy efficient and environmentally friendly mode of transport. The EU Strategy for the Danube Region1 aims to exploit the full potential of the Danube navigation by removing obstacles to navigability and to increase transport volumes on the Danube River by 20% by 2020. The Danube is also an integral part of the Trans-European Transport Networks (TEN-T)2.

Nyilvános pályázatot hirdetett a Győr-Gönyű Országos Közforgalmú Kikötő gazdasági termináljában lévő területek földhasználati jogára a Magyar Nemzeti Vagyonkezelő Zrt. "logisztikai beruházás céljából". Győr24 2012. március 22.

Az összesen mintegy 16 hektáros terület egészére vagy egy részére is tehető ajánlat, a megajánlható minimális területnagyság 50.000 négyzetméter, az az alatti területnagyságra vonatkozó ajánlat érvénytelen. Az ajánlatnak tartalmaznia kell az ajánlattevő kötelezettségvállalását a logisztikai beruházás megvalósítására, "megjelölve hogy az saját célra vagy harmadik személy részére történne", akárcsak a kötbérvállalást.

A földhasználati jog a felépítmények fennállásáig tart, a földhasználati szerződés alapidőtartama 30 év; ennek érvénye - amennyiben a földhasználati díj emelkedésének mértékében a szerződő felek lejáratkor nem tudnak megállapodni - a 30. év utolsó napjának elteltével megszűnik. Ebben az esetben a földtulajdonos megvásárolhatja a felépítményeket. A pályázók május 8-án 16 óráig nyújthatják be ajánlatukat a Magyar Nemzeti Vagyonkezelő Zrt. székhelyén. Az elbírálás határideje június 7.; ezt a kiíró egy alkalommal, 15 nappal meghosszabbíthatja.

Az aláírás tervezett időpontja július 9. A győztes az összességében legelőnyösebb - egy vagy több - ajánlat; az egyedüli elbírálási szempont a megajánlott nettó fajlagos földhasználati díj mértéke - áll a felhívásban. Az Audi tavaly jelentette be, hogy közel 1 milliárd eurós beruházással teljes vertikumú gyárat hoz létre Győrben, ezzel közvetlenül 1.800 új munkahelyet teremt, és 15 ezer család megélhetését biztosítja. Jövő év második felétől, a gyár teljes kapacitású működésétől kezdve napi 500 autót fognak gyártani.

Thomas Faustmann, a társaság ügyvezetésének elnöke a múlt héten a győri gyár logisztikai parkjával kapcsolatban az MTI érdeklődésére azt közölte: egyelőre nem született döntés arról, hol épül fel a logisztikai park, de "Gönyű esélyei nagyon jók" ebben a versenyben. Emlékeztetett arra, hogy a terület a magyar állam tulajdonában van, közúti és vasúti csatlakozással is rendelkezik, noha kérdéses, hogy ez utóbbit mennyire tudná kihasználni az Audi. "A kormány minden feltételt biztosít ahhoz, hogy az Audi logisztikai parkja a gönyűi kikötőben épüljön fel. Olyan piaci környezetet teremtünk Gönyűn, amely versenyképessé teszi a kikötőt" - mondta február végén Becsey Zsolt, a miniszterelnök külgazdasági megbízottja, aki az Audival kapcsolatos tárgyalások koordinátori feladatait is megkapta.

Múlt kedden Borkai Zsolt győri polgármester (Fidesz-KDNP) az MTI-nek elmondta: a járműgyártó és az önkormányzat által három-négy évvel ezelőtt kötött megegyezés kitért arra is, hogy a tavaly elindult gyárbővítés során az Audi fejlesztéséhez közvetlenül kapcsolódva épül meg a raktárak és beszállítók elhelyezését szolgáló logisztikai park.

Ezen megállapodás szerint kezdtek Győrben a terület fejlesztésébe, valamint az Audi-iskola megvalósításába, de a megállapodás következménye, hogy a város korábban nem tervezett infrastrukturális fejlesztésekbe fogott bele több száz millió forint értékben. "Ebből a csomagból nagyon hiányozna a logisztikai park, ha nem itt valósulna meg" - tette hozzá, megjegyezve: nem látna viszont problémát abban, ha az Audi a saját területén valósítaná meg a létesítményt.

Azonban ha nem Győrben épül meg a logisztikai park, "akkor az egész rendszer felborulhat, aminek szerintem senki nem örülne". Másnap az MTI érdeklődésére Lőre Péter, az Audi kommunikációs és kormánykapcsolati igazgatója úgy nyilatkozott: napokon belül kiküldik a pályázati csomagot az Audi új logisztikai pályázatának építési és üzemeltetési tenderére meghívott társaságoknak, a beadási határidő március vége, döntés pedig tavasszal születhet - közölte az MTI érdeklődésére Lőre Péter, az Audi Hungaria Motor Kft. kommunikációs és kormánykapcsolati igazgatója szerdán.

Elmondta: több tucat bel- és külföldi, e területen már gyakorlattal rendelkező társaságot hívtak meg a pályázatra. A létesítmény helyével kapcsolatos kérdésre Lőre Péter közölte: ebben "teljes a nyitottság" a cég részéről.
